I'm not sure what you're supposed to be careful about. Of course, this is the same city that has yellow signs that say nothing more than "Seniors", so some of these warnings seem fairly generic.
One common response I've received is that it must indicate a park nearby. Nope, just residential housing. And it's not a "Children at Play" sign (Or I'd propose "UnSeniors" for consistency.) It seems to very specifically say "Beware of children on seesaws". For what it's worth I wasn't attacked by teeter-tottering children, but I did walk by quickly.
